The demand contradicted the stance of their host, Russian President Vladimir Putin, who in an earlier meeting with Mr Moon dismissed sanctions as a solution. Seongju residents and activists have worried over rumoured health hazards and the possibility of being targeted in North Korean attacks. Mr Moon earlier met with Mr Putin and urged Moscow to support stronger sanctions, but Mr Putin called for talks with North Korea, saying sanctions are not a solution. Mr Putin also expressed concern that cutting off oil supplies would hurt regular North Koreans, Mr Yoon said.
